I recognized the background music in the breaks as the theme from a British-French co-produced children's educational series called "Vision On", which was notable for being perhaps the first such program to demonstrate it's ability to cater to children with disabilities, especially deaf and mute children. I watched the later color programs that ran in the late 70's on public TV stations. During that period, they had a mime as part of the ensemble cast; could have been the King of Mimes himself, Marcel Marceau, but not sure. He just added to the typically bizarre and often-baffling randomness of the program.
