native americans were/are also given government numbers without which they can't get government funding. a woman that i knew couldn't get her artwork shown in the a. i. c. h. gallery because she didn't have a government number.

Though Russia has its hands full at the moment in Ukraine, and even has moved troops and supplies away form the Finnish border, there is certainly a history of Finland's border being invaded from the east, so don't blame them for securing the border these days.
