Shoegaze is a genre; atmospheric rock without overpowering drums, often low BPM. A lot of shoegaze is instrumental so it's not necessarily 'about' anything sometimes, though there is certainly emo & goth/post-punk crossover.

In the late 80s, music journalists (especially, NME) described what is now known as shoegaze b/c many of the artists were coy and shy. The sound soon coalesced around the artists you know in the UK, and that sound spread around the world.
