It's really tough when you don't own, but rent.
There's lots you can't or shouldn't do because you don't own the dwelling, and sometimes "landlords" just don't care about their tenants except when the rent is due.
The line doesn't actually discharge into said creek, does it? That would be illegal in most all places.
Although maybe not practical, but if it were my home, I'd try to find a way to install a heat tape with a 40 degree thermo-block on it so when temps fall the pipe would be heated.

At my late parents house in NWNJ, there's a 1952 Cadillac buried by a barn.
We found the dashboard with it's factory VIN tag when doing some cleanup work there.

I knew an HVAC guy who used airline hydraulic treatment. A small shot in the oil tank & you're good up to 30,000 ft. :)

They decided to move that part of the operation to Lionville,PA.
I declined to make the move & left.
Lionville,PA is about 75 miles from where the 3 Mile Island Nuclear Plant Meltdown occurred.

Band aid repair done as it's where the multiple exhaust pipes attach to the exhaust pan & the exchanger manifold.
