It's the Fabulous Wailers from Tacoma, WA and their big hit "Louie, Louie" which was wanted to be the state song.

Fun Fact: Ross Shafer, formerly on the old sketch comedy show "Almost Live" broadcast from Seattle, was a major proponent of "Louie Louie" replacing "Washington, My Home" as the state song. He also attended the same Junior High I did, albeit 20 years or so earlier.
