(To be clear, police unions are pretty much straight-up evil reactionaries and are a huge part of the problem, so turning evil management tactics around on them is actually a good idea.) It's just hard to imagine they won't replace the police with other kinds of police in some way, but we'll see!

Stockton, Detroit, San Diego, Miami and others get fiscally absorbed by their Counties until solvency and funding of the PD is established by the cities. In defunding circumstances the Cities would fund the PD's after the status of the PD is approved. There arent going to be 'no police' or 'anarchy' the same as only idiots think recreational states allow people to smoke weed in public.
